Disaster relief logistics moves food, water, medical supplies, and shelter materials into areas where normal infrastructure has been damaged or destroyed, under time pressure where delays cost lives rather than money, and where the "customer" — the affected population — cannot place an order in any conventional sense.
Commercial logistics optimizes for cost and predictable demand; relief logistics optimizes for speed and adaptability under a demand signal that is uncertain, changing hourly, and often estimated rather than measured. Roads may be washed out, warehouses may be damaged, and the population needing supplies may be moving (evacuating or being relocated), all of which the logistics plan must accommodate on the fly.

A major disaster response typically involves government agencies, military logistics units, international and local NGOs, and private-sector donors, all moving supplies into the same affected area without a single controlling authority. Effective responses rely on coordination mechanisms — shared information platforms, jointly agreed staging areas, and common transport corridors — to avoid duplication in some areas and total gaps in others.
The final distribution leg, from a staging area to the affected population, is usually the hardest part of relief logistics: roads may be impassable, bridges may be down, and normal vehicles may not be usable. Relief logistics teams commonly plan for multiple last-mile transport modes — off-road vehicles, boats, helicopters, or even manual portage — selected based on real-time infrastructure assessment rather than a pre-set plan.
