Humanitarian logistics moves relief supplies, medical aid, and personnel into disaster and crisis zones under conditions that commercial supply chains are rarely designed for: damaged infrastructure, extreme time pressure, unpredictable demand, and frequently unsafe operating environments. It borrows heavily from commercial logistics principles but reorders their priorities around saving lives rather than minimizing cost.
Commercial supply chains optimize for known, relatively stable demand and predictable networks. Humanitarian logistics operates in the opposite conditions — demand is uncertain until the moment of crisis, infrastructure may be partially destroyed, and the "customer" cannot be engaged through normal channels to clarify requirements. Success is measured in lives protected and needs met, not in cost per unit delivered, even though cost efficiency still matters given limited donor funding.

Because waiting to procure supplies until after a disaster strikes costs precious days, humanitarian organizations pre-position stock — shelter kits, water purification supplies, non-perishable food, medical materials — in regional warehouses located near disaster-prone areas. This mirrors commercial safety stock logic, but the "stockout cost" being protected against is measured in delayed aid rather than lost sales.
A single disaster response typically involves government agencies, international NGOs, local charities, and sometimes military logistics units, each arriving with their own supply chains, priorities, and reporting requirements. Without a coordinating framework, this leads to duplicated deliveries to accessible areas and gaps in harder-to-reach ones. Cluster coordination systems, common in large-scale international responses, assign lead organizations to specific functions — logistics, shelter, health — specifically to reduce this fragmentation.
Techniques developed under humanitarian pressure — rapid network reconfiguration, extreme demand uncertainty planning, and last-mile delivery into infrastructure-poor areas — have informed commercial disaster-recovery and business-continuity planning, particularly for companies operating in regions prone to natural disasters or political instability.
