Chassis Pool Management for Intermodal Yards

A container without a chassis cannot move by road, yet chassis are frequently the scarcest and least visible asset in an intermodal yard. Chassis pool management treats these wheeled frames as a tracked inventory in their own right, separate from the containers they carry, because a shortage of usable chassis can stall an otherwise fully staffed and equipped yard just as effectively as a shortage of trucks.

Why Chassis Need Their Own Inventory Record

In many intermodal markets, chassis are pooled assets — owned or leased by a pool provider and shared across multiple ocean carriers and trucking companies rather than dedicated to a single line the way a container often is. This pooled ownership model means a yard cannot simply assume "a chassis will be available"; it has to track a specific inventory of chassis units by pool provider, size compatibility (20ft, 40ft, combo/sliding), maintenance status, and current location, exactly as it tracks containers, but as a wholly separate asset class in the YMS.

Chassis-Container Pairing Events

The operational reality is a constant cycle of pairing and unpairing: a container arrives by rail or vessel and needs a chassis to leave the terminal by road; at the destination, the chassis may be dropped with the container (drop-and-hook) or immediately decoupled and returned to the pool for reuse. Each pairing and unpairing needs to be logged as a discrete event with a timestamp, not inferred after the fact, because chassis utilization reporting and pool provider billing both depend on accurate pairing history.

Maintenance, Inspection, and Roadworthiness Holds

Chassis are regulated equipment — brakes, tires, lights, and structural condition are subject to roadworthiness inspection, and a chassis found deficient must be pulled from available inventory until repaired. A pool management workflow in the YMS needs a hold status distinct from "in use" or "available," visible the moment an inspection flags an issue, so dispatch never attempts to pair a container with a chassis that is not legally roadworthy. Skipping this step risks not just delay but regulatory liability.

Pool Provider Reconciliation and Per-Diem

Because chassis are often leased from a pool provider rather than owned outright, the yard's usage generates per-diem or usage-based billing that must reconcile against the provider's own records. Disputes are common when a yard's internal chassis log and the pool provider's system disagree about how long a unit was in use. Maintaining a clean, timestamped pairing/unpairing and location history inside the YMS gives the yard an independent audit trail to reconcile against provider invoices rather than accepting billed hours at face value.

Balancing Chassis Availability Against Container Flow

The final planning challenge is keeping enough chassis on hand to match expected container gate-outs without over-leasing idle equipment. Yards with visibility into upcoming vessel discharges or rail arrivals can forecast chassis demand a day or more ahead, triggering inbound chassis repositioning from underutilized locations in the pool before a shortage actually occurs, rather than reacting to a stalled gate queue after the fact.
